Awesome place, The Central Secretariat Library is a good place for study. You should come here and study. Bring your aadhar card along with you and ₹100 rupees for the membership. This is the charge for a month membership. The library is stones thrown from the rail bhavan/Central Secretariat Metro station. And inside the shastri bhavan. Have you visited the Library?
The Central Secretariat Library (CSL) is one of the oldest libraries of the Government of India and comes under Ministry of Culture. Since 1969 it is housed in G-Wing of the Shastri Bhawan.
